Presentation of methodical manuals for NGOs attended by representatives of state institutions, international organizations, NGOs and Mass Media was held in the hotel “Shodlik Palace” in Tashkent on March 19, 2003.
The manual “Taxation and accounting in the non-commercial organizations of A” developed by the International Center for Not-for-Profit Law with the financial support of the Open Society Institute – A is a detailed explanation of legislation on NGOs in the sphere of taxation and accounting. The manual is meant for all the people interested in getting acquainted with the issues of accounting and taxation of NGOs. It will contribute to a deep understanding of the Taxation Code of the Republic of A and national standards of accounting. Civil Society Support Initiative
The new program of the United States Agency on International Development (USAID)
David Hoffman, Democracy Adviser in the Office of Democratization and Mass media of USAID’s Regional Office in Central Asia, expressed his wish to give an interview to “Initiative” on USAID’s new program so that more NGOs and other people interested in the development of civil society in A could learn about it. Before answering the questions he said:
– USAID’s main task in the Central Asian region is to support the development of strong NGOs here, which would be able to directly, without support from international organizations, contact USAID after the Agency completes its programs and leaves the region. However, it is untimely to speak of this today. NGOs should pass full audit in the traditional understanding of the word. For the time being they cannot do without help from international organizations.more…

“Taxation and accounting in the non-commercial organizations of A” and “Aid to NGO leader”
Presentation of methodical manuals for NGOs attended by representatives of state institutions, international organizations, NGOs and Mass Media was held in the hotel “Shodlik Palace” in Tashkent on March 19, 2003.
The manual “Taxation and accounting in the non-commercial organizations of A” developed by the International Center for Not-for-Profit Law with the financial support of the Open Society Institute – A is a detailed explanation of legislation on NGOs in the sphere of taxation and accounting. The manual is meant for all the people interested in getting acquainted with the issues of accounting and taxation of NGOs. It will contribute to a deep understanding of the Taxation Code of the Republic of A and national standards of accounting. The manual has been prepared taking into consideration the acting legislation of the republic of A based on the data of January 1, 2003. and available literature.
The manual “Aid to NGO leader”, developed by the Counterpart Consortium is based on the materials of local, Russian and foreign publications. It is meant to help in setting up NGOs and fundraising for the implementation of their socially important projects and activities. The publication can be of interest to all those interested in the issues of the third sector development.
Akmal Saidov, Chairman of the Committee of the Oliy Majlis of the Republic of A on democratic institutes, non-governmental organizations and the bodies of citizens self-government, Director of the National Center on Human Rights of the Republic of A noted the following in his speech:
– All the publications which we made use earlier are based on the legislation of Russia and countries of East and Central Europe, and these methodical manuals are based on the legislation of the Republic of A. It is very important in order to be guided through complicated legal norms.
These publications are meant not only to help NGOs. They are equally needed by representatives of state structures and institutions working with NGOs.
Larry Memmot, Head of the Department on Political and Economic Issues of the US Embassy in the Republic of A pointed out the following:
– Today’s event is another landmark in the development of the non-governmental non-commercial sector. Actually there are too many laws and provisions restricting the activity of NGOs in A. The manual on taxation and accounting is meant to improve NGO management professionalism and presents the main legislative provisions and also practical information on accounting issues. The manuals will help NGO leaders to now and then work with complicated provisions of the government on financial issues. Publication and spreading of these manuals will contribute to achieving sustainability and efficiency of NGOs.
Natalya Muravyova, Director of the Institute “The Woman and the Society”:
– We have felt it on our back how unfair taxation authorities and other check up officials can be to NGOs. We have nothing to protect ourselves from them. Earlier the publication “Comments on the Law of the Republic of A “On Non-Governmental and Non-Commercial Organizations” was published. We went from instance to instance with it and tried to prove our rights. It is quite fair that not only we but also officials should know our rights. It will be easier for us to work when other NGOs armed with the new fundamental manual will not be scared of bureaucrats and officials and will also try to prove their rights.
Igor Losskiy, Head of the Center of Social Support for Spinal Disabled People “Status”:
– I think the publication of the manual “Aid to NGO Leader” is a very strong beginning of Counterpart. For the time being there are no analogues to it in A. I hope it will be continued.
The methodical manuals in the A and Russian languages and also CDs with the electronic version of the manual on taxation and accounting are available from the CSSCs in A.
